Default Secondary air injection - incorrect flow...arrghhh

OK so i've been working on this on and off for a few months now and i still get the code.

the SAIP is new - i hear the jet engine (it wasn't working before)
the combi valve is new - old one was crusty
the vacuum line to combi valve is good - the old one was just bad
the tube from the pump to the valve is good - might as well since i was swapping the pump

i hear the pump blowing and i pulled off the vac line at the combi and there's vacuum but it's faint. doesn't seem like it's strong enough to open the valve.

i've replaced every vac line that i can see that was falling apart so i think i "should" be ok. i see there's a check valve that feeds the Secondary Air Injector Solenoid Valve (N112) and i haven't changed that but it looks to be ok. is there a way to check for leaks other than just replace random hoses? or is the Secondary Air Injector Solenoid Valve (N112) not working up to par? the car runs fine otherwise but it's just a PITA to see this damn light constantly after dumping this much $ into it.

get a vacuum gauge & check vacuum supply at combi valve & at n112 from manifold

any idea what line to pull from the manifold to hook my vac pump to (by the N112)?

should just be 1 line from manifold to n112 & 1 from n112 to combi valve

are you sure you correctly hooked up the N112 and N249, and to the Combi?

Default nice...ok a few questions...

so from the SAIP to combi and combi to N112 right?

N112 and N249 (#18?) gets it's vac source from where??

what is 13 and where is 12 going?...also 10 is attached to it...is it picking vac from there?

Default make sure the check valves also are working...and the suction jet pump.

Default the suction jet pump was replaced...i got almost all the check valves...

some of the ones i replaced were totally dry rotted and just crumbled. some are still ok on the outside...should i replace them anyway?
