Seriously. They sweep in exactly the right place, but they park 5 degrees up from the bottom of the sweep. If he takes them off and moves them to the right park location, the sweep will be 5 degrees too low on the windshield.

First position the arms so that the sweep is correct. Make sure the cover the area you want them to and sweep low enough to park where you want them too.
Then loosen the arm that goes from the motor to the linkage. Postion the wipers at the lowest point in the arc and reattach the arm to the motor.

The linkage is what makes it go the distance it goes.
Step 1. Remove both wiper arms.
Step 2. Turn wipers on and off.
Step 3. Install wipers in the parked position.
Get a socket wrench and do it!
I've had the exact same problem thanks to idiot body shop who didn't put it back right. Takes 10 minutes to fix.

The relay continue to supply supplimental power to the motor after the switch has been turned off. This allows the motor to run until the park location is reached.
With a bad relay, the wipers are more likely to stop where ever they are when the switch is turned off.

But that spot will still be five degrees above the bottom of the sweep, so the sweep may actually go right off the windshield at the bottom and not reach the top.

So hypothetically speaking, if TEB wanted the wipers to park at the top of the range, he could just:
Shut the wipers off and let them park.
Loosen the arms and move them to the top of the range.
Pesto. Now they work normally but park a the top.
No! Fail!
True they will park at the top, but when you turn them on they will sweep right off the windshield onto the roof.

They have to be at the right start to be at the same finish. So unless somehow the motor on there is not for his car then the fix is what I told you. The only other things I can think of is that either his wiper arms stripped the linkage for being in the wrong place for so long or that his wiper motor is posessed.
