SGI rear bumper/apron?

SGI rear bumper/apron?
Checking out the dtmautohaus site and found the SGI rear bumper piece, its description said its the "apron", but then it looks its more than just removing the back valance. DOes anyone know how does the SGI rear "apron" work? or is it possible to be a bumper replacement?
