The shops says that the driver side front upper control arms and tie rod end have ripped ball joint boots. The passenger side front upper control armss have ripped ball joint boots and the tie rod end needs replacing. They say it will cost about $750. Is this about right?

those arms from the dealer, your paying about 100 bucks a piece for them. The tie rod ends are about 65 or so. Audi offers a kit for the tie rod ends part# 8D0-498-998A that comes with both ends and will save you about 20 bucks or so.
To do the upper arms isnt as easy as just unbolting and swapping, the whole upper shock bracket has to come out in order to get the bolts all the way out. Honestly, if hes doing all 4 upper arms and tie-rod ends (including alignment) thats pretty fair.
