Default Should I feel any brake drag on rear wheels when turning by hand?

I've got a hot brake smell coming from the right rear tire. I jacked the car up today, removed the wheel and turned the rotor by hand. There was a little drag on the rotor. Is this normal? If not, what should I check?

Dumb Question: Was your parking brake even partially engaged?

Default Don't think so...

Though it looks like the parking brake cable is not as released as it could be. Is there an adjustment for this cable somewhere?
