Should my fan be kicking on when i'm stopped but the coolant temp isn't up to temp yet?

Does that fan turn on if the rate of change in temp is too fast? Or do I just have a flaky sensor? I'm assuming this sensor is the one in the radiator.

The coolant must be slightly above normal running temps for the fan to turn on.
Examples: sitting in traffic at full temperature, sustained high-rpm driving, high outside temperature, etc.
If your temp needle goes past halfway, the fan should turn on.

Like Kris said, if your AC is on, the fan is on. If your temp gauge is only at 1/4, the fan should not be on. I think you're correct that the sensor on the radiator is shot.
If you're going to replace it, get the one for medium temp range, and remember that coolant's going to pour out when you pull the sensor.
