1) If I cut the line from the Wastegate to the boost frequency valve, will my turbo be able to build more than 7psi of boost? If yes, any speculation as to why it would be stuck at 7psi in this situation?
2)Where does the car pull back stock boost? In other words, in WOT 2nd gear, should I see the same boost (.7bar) from 2k to 5k? Or does the ecu pull it back from 3k onwards.

your turbo will be unregulated, and boost will skyrocket (30 psi or more) This is very bad, one very short test is all you need.
If it's still stuck at 7psi, my guess would be a problem with the wastegate, possibly being stuck open.
If boost does skyrocket, you have a problem with the frequency valve or ECU. Look for leaks or bad connections.

you are getting now. BTW when you do this the motor will blow. You will be running so lean you will most likely seize the pistons. Try to explain that one to the Dealership.
