my friend told me about a shortcut option for lowering. he says u can "cut the springs." what is that? does it work?
and i've also been told that u can mount h&r sport/race sprnigs w/o doing shocks and get away w/o damaging the car.
legit?

that's a total ricer mod, and will make your car ride like absolute crap. It will bounce for about 40 feet after hitting a bump in the pavement and be really detrimental for your performance. You can mount aftermarket springs to stock shocks... for about 6 months before you ruin your shocks. You'll be stuck with another installation to replace the shocks with something decent. Do them both at once.

You want to match the spring to the shock. The stock shocks will have far too much travel for a Race or Sport spring, and will result in a very bouncy, very uncomfortable ride (not to mention blown shocks in under a year).
Cut springs should only be an option if this is an '88 Civic with primered body pieces and a fart muffler.
Do it right the first time.
