Starter motor spinning first time start when cold - second time starts

A month ago I had a bit of work done on my car by a local indie tech. One of the items was replacement of a dead starter motor. B5 A4 1.8 QTip has 150k+ and this was original starter so maybe it was due.
Since the weather has gotten cold in New England, the car has been behaving oddly: first time I turn the key when the car is cold I hear something (assuming the starter motor) whir and the car doesn't start - no crank, no nothing but the whir. Second time I turn the key it starts (ever time so far).
Is my starter motor toast? I figure I'll call the tech on Monday but wanted to see if any of the AW crew has insight.
Other work performed at the time the starter motor was replaced is: Full TB Service incl water pump, replace right rear wheel bearing, replace radiator (I brought parts for TB kit and radiator, starter was unplanned. that morning car wouldn't start).
