about two months ago i took my car in for a recall, and the steering was making noises so they fixed it under the warranty and said that the power steering was leaking, and all it needed was tightning.... and now it's back - what the ____ ?

could it be my driving ? the extreme cold in chicago ? fault of dealer ?

I also had problems with the steering on a 98. About a year ago, as the weather got colder (live in CT), the steering would whine and strain while turning at low speeds, especially when the car was cold. I brought it to the dealer's attention and they replaced the power steering fluid pump. It's been fine ever since.

if you have to top up often. Shaun is probably right about the power steering pump. i had to have mine replaced a couple of months ago. steering was whinning everytime i turned it.
