steering wheel lock position

steering wheel lock position
As I posted earlier, my steering wheel has to be held CCW of straight for the car to go straight. Notice just now that the 'locked' position of the steering wheel is off in the same direction. Does the locked position of the steering wheel have anything to do with the alignment done following a tie rod change? or is there something else wrong?

Sounds like the wheel wasn't centered when they performed the alignment.
Assuming the car tracks straight, you could turn the tie rod on one side X number of turns, and do the opposite on the other side. Continue until you get the steering wheel straight.

Yes, I know, but my question is specific to the locking position of the steering wheel...
Specifically... with the key out of the ignition, my steering wheel wants to lock 10 degrees CCW of center. Is that a function of wheel alignment or some locking mechanism in the steering wheel? I would have thought that the locking mechanism in the steering wheel was separate from the actually alignment of the wheels.

when you pull out the key the steering wheel should lock straight and should only have tiny bit of
play left and right and they should of done the alignment with the steering wheel locked.
