Stop and go brake grinding, is this normal?

I noticed yesterday in stop and go traffic that the brakes make a grinding noise just before you apply full pressure and just as you release. Almost like the brake is half applied and pad is slipping on the rotors or something.
Is this normal? Can anything be done to fix this annoying feature?

Someone the other day had to replace the rear rotors and pads on one wheel because they ignored the sounds.

I used to experience this with my old car and the problem was the factory brake pads which cause the brake dust to get between the rotors and the pads. If you have an air compressor or have access to one, blow some air between rotors and pads area and see if that work before you bring it into a shop.
