Strange brake wear: rear pads wear twice as fast as fronts?

For some reason, the rear pads on my dad's car are almost completely gone at 40k, but the fronts have about 50% left. First of all, I HATE his brakes as there doesn't seem to be much stopping power. Secondly, he drives like a granny and I don't see why his front pads have plenty of meat left, but his rears are shot. Could there be some brake proportioning issue? btw - this is a Passat 4motion. It should be mechanically identical to my A4, and they feel NOTHING alike in terms of braking.

maybe there something wrong with the front brakes. cause i remember getting my rear rotors and pads replaced around 40 for the rear. and for the front i got the pads changed at 20k or 25k

Dealer said nothing's wrong with it, but I'd think a caliper or slider was stuck or something.

to 20% while the front pads at 80%. That why I feel the rear caliper is stuck, but some feedback from her eis the rear is not vented so more heat so more wear. I am not sure I can take that explaination.
