Strange noise when driving....HELP!

Strange noise when driving....HELP!
Hey Guys,
Need all of your help and input as much as possible.
I recently purchased a used 1999 A4 1.8T Quattro Auto with tiptronic, lately I have been noticing some sort of whirling wind sort of noise. I ran searches through this forum and couldn't get the answer I was looking for. The noise sounds kind of like a broken fan spinning and is intermittenly. Just sounds like something is spinning, kind of like if you swing and twirl a chain in the air really fast. Another analogy is kind of like a faint helicopter sound. The sound happens when I accelerate (low rpm's and about 40-50 km/h) and when I decelerate and have the car just coast. Definitely DOES NOT occur when I am at idle and at a complete stop. As I brake the sound gets slower and when almost at full stop the sound goes away.
I am fairly new to Audi's so I do not know where to begin to check.
Please, if anyone had a similar problem let me know of any remidies or if I have to take it to a dealer to get it fixed how much would it cost?
