Suspension upgrade

Sorry, I am new here, what is the best inexpensive suspension upgrade on a 2001 A4 2.8 quattro? I would like to lower it and put 18's on.

Generally "best" and "inexpensive" are mutually exclusive terms. My suggestion would be to go factory sport and some light, forged 17 x 8 wheels. That will give you the best handling without sacrificing ride quality.
