T-stat question (Yes, I've searched)

Does the t-stat make the car run cold or hot when it fails on the A4? Forgot to add that this is on the 2.8L, if it makes any difference.

I have a 96. On mine it would warm up slowly (10-15 minutes) but eventually get up to temp in traffic. If I was doing 60-70 mph on a cold day or it was raining it would cool down. After replacing it It warms up in less than 5 minutes and never moves from the middle of the guage. I suppose a thermostat could stick closed but I imagine you would know about that pretty quick.My first thermostat failed at 75kmiles just after having the waterpump replaced.
