If you are able to modulate your brakes at the point where you are not quite able to lock up your wheels that is the best scenario.
For the ABS to work, you first have to lock the wheels so the ABS notices a problem (brakes aren't working most effectively here), then the ABS has to release the brake to get the wheel rolling again (some braking effectiveness lost here as the system over compensates and lets the wheels role too freely).
The problem is that most people can't find that fine line between locking up and effective braking. Often if the wheels do lock, it takes some time for a driver to compensate for this by releasing the brake - and they may never release the brake in a tense situation (without ABS equipped car). Conversely, a driver may not be pressing the brake nearly as hard as conditions may permit.
For most people the slight loss of braking efficiency displayed by the ABS system is worth the consistent predictable results that it offers.
Also, if you think that you are a skilled braker and can find that fine line, the ABS system will not interfere and is simply nice insurance if you do accidentally lock up.
