Throttle Body - ECM Issues

I'm trying to help fix a '99 A4 2.8 Auto (AHA). The engine would start and run but quickly die. The code came up for the throttle body. In looking at some of the measuring blocks, the was no response on the throttle angle sensor when the accelerator was moved. After removing the throttle body, it seemed to check out fine however (mechnically and electrically).
I then unplugged the throttle body connector from a '98 A4 Man (AHA) vehicle and plugged the suspect '99 TB into the working '98 (left it just hanging). Everything looked fine and I could see the throttle response via the measuring blocks when I moved the throttle plate manually. No Error codes were thrown.
The wiring seems to check out as well on the '99.
So what's left? Only the ECM right? Can I swap out a '98 man ECM in the '99 auto?
