Ticking noise when i let of the throttle....

I have a 99.5 1.8t and it has been making ticking noises for a while now. I havent noticed loss of power, but its starting to get louder and at more rpm range. Originally it would only happen when i let of the gas completly above 2k rpms but now its starting to do it when i the car idles and when i turn of the engine. the noise seems to come from the front passenger side of the car, and it sounds almost like a fast ratcheting sound. the speed/loudness doesnt seem directly related to the engine speed, because it will tick at the same speed while the engine is slowing down. Does anyone have any ideas what this might be? someone mentioned that it may be the wastegate, does it need to be fixed/replaced, and how expensive will it be?

I think it's the wastegate actuator, it's broken of and rattling in there. I've got a 97 1.8T and the sound comes from the turbo area for sure and only when I rev down. My car is very sluggish right now, especially on the stop uphill.
If the ticking sound happens when cold and goes away it's the chain cam tensioner, but if it's rattling on rev down, I am almost certain it's the wastegate.
Nope you can't fix it cause the housing is integral part of the turbo.
I am getting a KO4 this friday cause the KO3 from dealer is like $700 so very similar to KO4.
