Is the timing belt automatically replaced when the water pump's done?

I just got my service history on my 99 A4 1.8TQ Tip. At 20,000 miles, the water pump was replaced (the dealer that performed the work no longer has details in their records). It seems that if the water pump needed to be replaced, it was leaking. If it was leaking, wouldn't coolant have hit the timing belt? And if it did, wouldn't the T-Belt be replaced?
It currently has 65K on it and if this was done at 20K, it would buy me a year or so before I had to part with the $800 for the t-belt replacement, which means more MODS!
What do you think?
