Default Tire Balance and ABS

My ABS Light (solid) and my brake light (blinking) comes on if I hold a steady speed of 65 +. When driving below 65 no lights come on. Will this happen if the tires are out of balance? I have cleaned all of the wheel sensors and the holes that they go into. I am at a loss right now. Other than that the car runs great.
The car is a 98.5 A4 FWD 1.8T

If not, doubt if it's the tire balance.

Your message re "cleaned all the wheel sensors" has me curious. I think there are two different types; one for the brake pad thicknesss and another for wheel speed associated with the ABS system. I had one of these sensors go on an old Audi Coupe Quattro, and the ABS light came on permanently. Your statement that it only comes on above 65 would have me gues that one of these sensors is starting to go. What's involved in replacement I don't know; old Coupe required dealer work because those sensors had to be forced into the caliper holders only a certain distance which required special tools.
