they want to serve and protect the citizens of the communities they serve in, i'm sorry if you've had some bad run in's with the police, but 99% of us out there are in it to help and treat people with the same respect and courtesy that we would want to be treated with if the situation was reversed.

1. If they say you ran a red light, you did. Sucks, but to prove otherwise would require more magic than you're capable of.
2. A lost license in the world of the NYPD is less trivial than that hangnail you had in the 3rd grade (even if it was quite painful). **** happens.
It's good that you kept cool heads, and in the end, that probably saved you more wasted time than you realize. When I was younger, I probably would have been angry enough to follow through with a complaint, regardless of the outcome. After a few years on the clock, I've accepted the fact that my time is more valuable than any contrived form of justice (which is the best you can possibly hope for, given the circumstances). Those officers took away two hours of your time. Put an end to it, and move on.

I'm the first to say that you'll be damn glad to find a cop when you need one. That said most people's interactions with the police are in traffic stops. This does little to bolster their opinion about the police, which is sad because most of them are great guys, contrary to posts below. They have a hard job... there's no way I'd do something where I could get shot or hit by a car everyday.
Getting back to your post... point one is in direct opposition to one of the cornerstones of the American justice system. That it's effectively true is due in large part to people's unwillingness to follow proper channels and report cases where they have been wronged.
Which brings me to the second point. Yes, it's not like he was accused of going back in time and shooting Lincoln but it was an improper way for him to be treated and he should report it. Paperwork doesn't just disappear, there's a process for airing your grievances. They did the right thing in asking for the complaint forms.

there has to be a statistic somewhere from one of the years past of how many crooked cops were busted in the year and how many there are in total for the same year or something... but all in all... who cares! my post was based on my opinions, my experiences not the opinions, and experiences of others... so my feelings remain the same.
