Default Tube from the valve covers to the intake duct

On my car, there is a hard plastic tubing coming out of the top of the valve covers which then leads to the intake duct just before the throttle bottle. Inside the tube and at the bottom of the intake duct are traces of oil. Is this normal? What the hell is this system for?

PVC normal. Replace if damaged.

Recycles oil vapors from the head into the intake.
