turbo problems

turbo problems
My turbo will work some times then all the sudden will stop boost to the engine. You can still hear it spinning but it's not functioning propperly and causing any boost to the engine. Is it the chip or is it some thing in the turbo itself. The problem started when I had the oil pump replaced. Then the turbo cartridge replaced shortly after. (the lack of oil due to the oil pump going out caused the turbo to die.) Any suggestions?

Re: 2nd, options include: used ko3, new ko4, or other bigger turbo.
I just put a new turbo in...well the cartridge...the only moving piece in the turbe has just been replaced...what would be causing this sudden loss of boost?
