Turbo Rattling - Wastegate - No Boost

I've been trying to figure this out for a while now, been searching the forums and such. I've found a few things, and trying to pin point what my problem is. Whenever you let off the gas or decelerate the turbo at the wastegate rattles. I've read about what seems to be a few possible causes:
Wastegate rod becomming loose or broken ( https://forums.audiworld.com/a4/msgs/2168357.phtml )
Internal Wastegate Flapper 'Melting' ( https://forums.audiworld.com/a4/msgs/2267996.phtml )
I grabbed hold of the wastegate rod with a flexible grabber thing and I can slide it back and forth (plus it seems loose @ the big round thing at the end)
The car only boosts to 1 psi and if im really lucky it will get close to 2. Does anyone have input on this, or is there anyone in Rochester, NY thats experienced with this stuff and could possibly check it out? I can't afford a new turbo so I'll probably have to live with it for a while so I'm hoping its the wastegate rod or something else thats cheap (doubt it!)
