What is the "Peanut Butter" in Valve Cover Vent Hoses?

Had to disconnect the hose to clean the Idle Control Valve and found a lot of "peanut butter"-like substance inside. It's probably some oil-water combination, right?
Is this harmful? Should it be cleaned out? If so, how?

it comes from taking lots of short trips, and not letting the engine come fully to temp long enough to burn off any condensation from the engine innards.
