Default Keyword "boxes" don't try putting them all in one box.

I bought some wheels from a guy who brought them to a ups store. They put all 4 in one big box with packing peanuts. Bent all 4 wheels and from the looks of it the box had to be taped back together several times during its journey.

the UPS store will package them for you but they are a bit expensive

2nd. Buy boxes from a moving supply place or a box store. Just a couple $ each.

Default If you are near an appliance store a fridge box, cut the box so the ...

card board is about 3" wider than the wheel and that is will roll around the wheel. Place a disk or two of cardboard on the face of the wheel and then roll about 1-1.5" of cardboard onto the wheel. You will have about 1.5" of overhang on each side of the wheel and plenty of protection if it is tossed or dropped.

Default Be sure to put something on the face of the wheel like an old T-shirt

We typically double box 2 wheels to a box with 1" of Styrofoam on all sides. You want to protect against dropping (they will get dropped) and rubbing inside the box. Also no loose items (lugs caps etc).
