is there a stage 'standard' in effect for the industry as a whole? or do different manufacturers of aftermarket equip just label it stage 1, 2, etc..., without adhering to any standard. i guess an easier version of this question would be: Would an apr stage 2 be the same as a Tap stage 2 (pes, hoppen, etc...)

Then stage 2+ would add 100+ race chip, race pipe.
Stage 2++ upgrade to K04
Stage 3 turbo larger then K04
Stage 3+ would add FMIC, race pipe
Stage 3++ would include 100+ race chip
After that it should go
Stage 4 any turbo using a external wastegate, internal motor work or nos

cuz there is so many different combinations, i am not sure which mods are needed to attain a certain stage level.

stage levels. There are so many options out there. Tuners use the stage levels as part of their marketing. It's a way to make an option like an exhaust, which tends to cost more than a chip and give much less appealing. So if stage 1(just a chip) makes a car this much faster, imagine what a stage 2car feels like etc.
So like Mike said is a good way to label the stage of your car.
