What do you use for low torque requirements?

A 'normal' torque wrench (for wheels) may start at a low end of @20lb/ft.
I want to replace my caliper slider pins. The torque for the bolt is 11 lb/ft.
Just tighten it by hand? or get a microtorque type of device (Sears has one that does in/ft)?

I was thinking that if I were to get a torque wrench, I might as well get a decent one.
This one would go from 10 to 150 ft/lbs.

at the HP labs - we had to have them done for our manufacturing lines. The guy who did the calibration on the wrenches said Sears were terrible. My HF wrench was within 0.1% accuracy.
