I'm trying to buy some parts online for a 1999. Some parts have that "To VIN X-199999" designation. How do I compare that to my VIN and see if it will work for me?

X is the tenth digit of the 17 digit VIN for model year 1999. The dash is to indicate that digit 11 is skipped as it is the internal check digit. The last 6 digits are for the vehicles with those VIN numbers that use a specific part.
This method of model and VINs identification up to or on starting from is used by VW and Audi in their electronic parts catalog.

I think it makes sense now. The last 6 digits of the VIN are the serial number, so if mine is in the 220000+ range, "To VIN X-199999" means it will work only if my serial was less than 200000. Correct?

If your VIN is higher than 200000 it's probably a 99.5.

Be glad you have a 99.5. I had a 96, now recently bought a 99.5. Really a nice difference. Some cosmetics are upgraded (details on the dash covering, center console layout is better. stainless steel threshholds) and lots of little mechanical upgrades. Not convinced the hidden windshield washers are a plus (the stream hits the wipers) but the rest is nice.
Just remember you are 200,000 plus for your VIN.
