It's when you roll the inner lip of the fender up for additrional wheel/tire clearance in the front.

to lose the inner edge on you fenders. If you have large rims, and they rub the tires on that edge, you'll blow out the tires. There really is no difference on the exterior. You may not even see the difference unless you look on the inside edge of the fender. Some places roll the fender edge to the inside, some places cut it out entirely, but could cause some paint chipping. HTH
