What happens in the ECU when you upgrade your filter or exhaust?

What happens in the ECU when you upgrade your filter or exhaust?
Just wondering. If the ECU tells the engine how much air to pull and exhaust to put out, how then does simply allowing less restrictive air flow through the engine improve performance? Does the engine automatically suck down the most air it can? How about the exhaust? Anybody? Bueller?
