$3 can of brake cleaner or nosqueel type crap they have at auto parts store?

Default i think it's just rust on the rotor or dirt, but i wanna know...
if that's the real problem and if so, what would be good to clean it with?

try carb cleaner in a spray can..stronger than brake clean
