What is VVT and is there anyway to get it on a pre2001 engine?

They require completely switching out the head, most likely from the B16A. The GS-R/ITR have piston oilers which cool down the engine at high RPMs. VTEC is much less complicated than VVT because it only requires a solenoid for the cam switchover and to open the secondary intake runners. The VVT is infinitely variable and would need the computer to make thousands of adjustments every second.

Say for instance you have two valves per cylinder. On a VVT equiped car there would be 3 cam lobes for eack cylinder. About anything under 5500rpm the valves would rely on the two low lift lobes on the cam to determine a medium lift for the valves. Once it hits a certain rpm it the cam would be shifted so the valves could rely on the "third" lobe which would be of a higher lift to hold the intake and exhaust valve open just a tad bit longer.
Well, something like that.
