What's the difference b/w EPA and Mfr specs?

I see that the new A4 on Yahoo Autos says:
Cargo Volume (EPA) 13
Cargo Volume (MFR) 13.4
For some other cars, the difference was even bigger, like 6 cu. feet.
Is the EPA a different method of measuring? Is it the more reliable number?
