I do believe that the difference is this...
A diverter valve (also called a redirector valve I think) pushes the unused air into the intake while a blow off valve releases the air into the atmosphere. Go fast bits sells a hybrid one that actually does both. As for horsepower, I don't think that this is a performance modification.

By-Pass valve sends the air back into the intake. Blow-off valve sends the air into the atmosphere. Neither give more power, you just need a upgraded BOV or BPV to run more boost(some would argue). The BOV just makes the cool psssh sound when let off the pedal. The ricers really like the BOV.
