CA is the toughest, but MD is somewhere within the top 5.

If you have more than 8500 miles, it doesn't have to have California equipment on it; just pass the 49 state requirements.

Default Permanent 4wd cars are exempt from emissions testing...

My 2001 actually has a sticker under the hood about being a permanent AWD car that cannot be tested on 2wd dynos.

They're exempt from dyno-emissions testing, but NOT the sniffer test.
