When I sell my Chip and ECU does the new buyer have to find a VAG tool to make it work? Or is it

If you sell it to someone with a 2001.5 1.8TQM just like your car no VAG is needed
same with getting your new ECU, no VAG needed if its from the same type of car. VAG will be needed to recode ECU from Tip to manual. Throttle body adaptation can be done easily without a VAG Com, just unhook the - connection of the battery for half and hour or so to reset the ECU, then hook it back up and turn the key to the on position but don't start the car and leave it for 2 minutes. don't touch the gas pedal during this routine, you will hear the throttle making small adjustments. Then, start the car up and let it idle for 2 minutes and you are good to go.
2 minutes is probably an overkill, but this is what I used to do before I had a VAG when I needed a TBA.
