When someone says "Out the door price" that includes state tax, title, registration, as well right?

When someone says "Out the door price" that includes state tax, title, registration, as well right?
Maybe plates as well. But wouldn't it mislead someone else from a different state buying the same car w/ the same option into thinking he or she paid too much compared to someone in another state or vice versa. For example,
ALASKA, DELAWARE, MONTANA, NEW HAMPSHIRE and OREGON have no sales tax, but MISSISSIPPI and RHODE ISLAND sales tax is 7%.
