Where does your coolant temp gauge sit at when its cold out?

I'm talking sub 40 degree weather.
My coolant temp gauge when driving sits at about 1/4. It goes up a little if i let the car sit still for a while but still doesn't make it to the half way mark.
My oil temp never reaches the second mark on the oil temp gauge either.
I changed a bunch of stuff but my coolant temp still doesn't go any higher.
T-stat, coolant flange on back of head (was leaking) coolant temp sensor and oil temp sensor.
The only thing I can think of not causing the coolant to reach temp is because my turbo isn't water cooled and the little k03/k04 worked as a heat pump?
Thoughts?

The only exception to that is on the track, where it can get a tick or two over 12 o'clock if really pushed for a while.

with the non-coolant turbo, your car is running like any NA 4 cyl (with respect to the coolant track, nothing else)... so you're basicalyl saying that a NA 4 cyl wouldn't heat up to proper temp cuz it doesn't have a turbo to warm it up? Highly unlikely.
If it cools off as you drive it and warms up when it sits... that's a classic sign of the t-stat going bad... sorry to tell ya.
