Default Every now and then? Can you be a little more specific? white smoke is water vapor..

water vapor is normal in small amounts from the exhaust, especially when it's cold out.

There is no "sump tank". many people refer to the oil pan as a sump, if that's what you are thinking of, being low on oil would not cause white smoke, unless you had NO oil, and burned up teh motor.

Default too much blinker fluid

Seriously - like the said - white is water. Blue is oil.

White at start up can be moisture in the exhaust system. If it is while you are running - could be a leak in the head or somewhere else in the cooling system
