Why Splice Into CoilPack Wire???

When I changed my sparkplugs I noticed this splice into the wiring going to the coilpack furthest from the firewall.
Why would someone splice into this wire? I am have problems with engine stuttering and bad gas milage.

That's an *immediate* and place to start. I see two different guages of wires and no shielding. That's defeinitely not good. That's a hack job, and will lead to arcing.
With bad wires, sometimes you can actually see and hear it when a wire 'arcs' against metal in the engine bay. This may be the direct cause of the problems you've described. You can also try swapping coilpacks and monitoring for mis-fires with the vag, to see if they follow the coil from one cylinder to the next. It could be a bad coil.
If you have an older A4 (pre 99.5), then you may also have an ignition control module in need of replacing.
