For me it's not the absolute HP that the engine produces rather it's how the entire package fits together. Several months ago Car and Driver did a multi car comparison test (Sport Sedans <25K$) and the A4 1.8T was selected ahead of the more powerful 323i. In fact out of the group the A4 had the second lowest HP just ahead of the Infinity G20T.
It's about balance, styling, and handling. Besides the HP advantage only matters if the driver has the capability to use it.
