Will bad tie rod ends make a similar noise as control arms?

yes...in fact mine got worse/louder than the control arms.
I replaced both upper tie rods and control arm on the driver side of my A4 not too long ago. I replaced the lower control arms 2 years ago. The upper tie rods squeaked and clunked more than the lower control arms did.
Sold the A4, however, so it feel like a waste of money, but i doubt it would have sold otherwise.
