Wipers won't shut off, park all over windshield, replaced relay already - motor or switch next?

Wipers won't shut off, park all over windshield, replaced relay already - motor or switch next?
Incredibly annoying and I have seen very few posts on this with lots of searching and no resolution posted. The wipers will not stop, they start randomly sometimes when you turn on the car (switch in off position). Anytime you use the wipers they take 10-100 swipes even in the off position and eventually park randomly on the windshield. They will always turn on when you touch the stalk but it's like they can't tell when they are at the bottom to park so they just keep going and going going - I replaced the relay to no avail. Any help or advice would be much appreciated.
