to wire city lights, do u wire them up to parking lights or to the old fog light switch on a 97?????

depends on how you want to run them
Wire to old foglights switch for independant control.
Wire them to parking light and they are ALWAYS on whenever you have ANY exterior lights on.
Wire them to low beam and they are only one when you have low beams on.
Wire them with a relay and you can have them come on with parking lights but turn off with low beams (this is how it works in europe).

cant really say if there is a commonly used one, some people like easy route, others dont
Easy route is wiring it to your foglight switch or parking lights because the wiring is already there. at the front of the car. Just need to splice some wires.
Hard was is using the relay because you gotta buy the relays and more little electrical pieces as well as some OEM wiring and splice a few wires. Takes more time.
Its simply amatter of preference as to how you want the lights to operate.
