ok, first off, please stop trying to find the cheapest answer. It most likely will not be the correct one.

the manual boost controller will up boost while keeping the fuel curve the same. teh result being you will be running lean. The thing with a chip is that it ups boost while adjusting the fuel curve so you have enough fuel to match the added boost. Try finding a used chip if you are tight w/ money. only time to use a boost controller is with a big turbo

Yes, you can increase the HP of your car with that if it actually raises the PSI of the charge. The one thing that won't do is raise the fuel pressure, which will increase the amount of fuel going to the engine.

If you increase the PSI too much, you can say holed pistons batman.

Essentially what that would do is stop the blow off valve/bypass valve from letting the pressure from building past a certain amount. I think the computer in your car will freak out as well when it senses the pressure is higher than 12 or 14 psi(1 bar).
