would a bad bpv hold a constant boost? mine holds a constant 10psi

Default Probably not
The colder air could cause you to run lower boost, but I don't think it would be that low. Are you sure your chipped? Try to VAG your car and check the actual vs requested boost levels, and check if you are throwing any codes.

Default Wastegate?
Wastegate physically controls the boost...if it's indeed constant, that's the first place I would be checking.

Default only 10psi? my car ran constant 10psi when it was running in limp mode

define constant. I know when my TT BPV failed (1" tear in the diaphram) it sorta held constant psi.

um, give it full gas, the boost would jump to 10 and pretty much stay at 10
