would bad sway bar bshngs cause frnt of car to 'wander' or 'float' in driving?

i have a 97 (70k) and it seems like the front does this while driving at nearly all speeds. shocks are good, and the audi dealer looked at the car many times to find a 'clunking' noise (suspected cntrl arms) and said everything is very tight. BTW, the clunking was never found.
i thought the blizzaks on their 15"'s might explain the vagueness, but our '00 jetta isn't affected with the same blizzaks.
the only thing i think the clunking is (and i really HOPE it is), is the sway bar links which i can surely replace myself. i'm not sure how to test for this, tho.
