Default Would colder temps affect my my boost levels at all?

Its on average 4-20 F and once my engine is warmed up the highest I can hit is 11 PSI. When its 50+ F, I get all the way to 17 PSI.

Boost leak or combination of winter mix fuel and cold temps?
